HKMA Launches Project SAGE to Govern Agentic Finance
The Hong Kong Monetary Authority announced on Nov 2 the launch of Project SAGE, supporting the responsible development and adoption of agentic finance in Hong Kong while putting a governance framework in place.

What happened
The initiative was announced during Hong Kong FinTech Week 2026; SAGE stands for Securing Agentic Finance with Governance and Enablement. The HKMA said in its press release that as agentic AI technology matures, the financial industry is moving beyond internal adoption to explore how AI agents may make financial services more efficient and secure, a paradigm with the potential to transform how customers engage with financial services, with associated risks and challenges needing proper handling.
The four focus areas are defined as follows: market development and use-case exploration, supporting industry participants in validating agentic finance use cases and solutions, with potential areas including business-to-consumer agentic commerce and everyday payments, business-to-business procurement and treasury management, and machine-to-machine usage-based payments for digital services; agent identity, exploring approaches to verifying AI agents' identities and delegated authority, including Know Your Agent (KYA) practices and authentication mechanisms; interoperability standards, facilitating industry discussion on standards and protocols for secure and seamless interaction across the agentic finance ecosystem; and legal and regulatory frameworks, exchanging views on governance arrangements, liability and consumer protection.
Two supporting moves accompany the launch: the HKMA established a cross-sectoral Agentic Finance Expert Group, with members from financial institutions, technology service providers, professional service firms and academia, to support Project SAGE; and it published a discussion paper on banks' use of agentic AI, seeking industry feedback on supervisory considerations for governance. HKMA Chief Executive Eddie Yue said in the press release that the initiatives aim to foster innovation while reinforcing Hong Kong's leading role in next-generation financial technology, safeguarding the stability of the financial system and serving users' best interests.
