Google's Five-Year Privacy Pledge Loosens: Email and Photos Connected to Search Can Shape Ads

Google's revised privacy policy, effective Oct 16, states that when users connect Gmail, Drive or Google Photos to Search or Gemini Apps, Search may process that data to personalize content, including ads.

How it unfolded

The revised policy took effect on Oct 16 and went largely unnoticed for a week: Techlicious flagged the update on Oct 19, Android Authority first reported it on Oct 23, The Verge, Ars Technica, 9to5Google and How-To Geek followed the same day, and The Hacker News and Notebookcheck joined the coverage on Oct 24.

The textual change sits in the advertising section. The previous wording had been unchanged since July 1, 2021: Google did not show personalized ads based on content from Drive, Gmail or Photos. The new version keeps that sentence and adds an exception after it. PPC Land, comparing the new text against 54 archived versions of Google's privacy policy, found three rewritten sentences in the advertising section plus a new note: the basis for ads changed from “interests and activity across Google services” to “interests, activity, or personalized content from Google services,” with a hotel booking in an email given as the example defining Personal Intelligence. The archive runs back to June 9, 1999, and no earlier version contained an equivalent carve-out.

The exception is triggered through Personal Intelligence, launched by Google in Gemini in January 2026: users connect Gmail, Google Photos and YouTube to Search and AI Mode so answers draw on their own emails and photos. The feature is in beta for users over 18, excluding the European Economic Area, Switzerland, the U.K. and Nigeria.

Users who want emails, files and photos kept out of ad targeting can disconnect specific apps in Search Services personalization settings, or turn off personalized recommendations; after disconnecting, Search no longer draws personal recommendations from the inbox.

Statements

Google's revised privacy policy states that users may choose to allow services such as Search or Gemini Apps to access data from other Google services for a more personalized experience, subject to the policies and settings of the accessing service; it gives as an example that Search may process some of the data users allow Search to access to personalize content, including ads. The exception reads that Google does not show personalized ads based on content from Drive, Gmail or Photos, unless users choose to make data from these services available to other Google services that support personalized ads.

A Google spokesperson told Search Engine Land that the company has started testing ads in AI Mode for users who connected their apps through Personal Intelligence.

Google's help page says Search may use summaries, excerpts and inferences from emails and photos to personalize answers, and that same information may also be used to show ads; advertisers do not get direct access to inboxes or photo libraries, and sensitive categories such as health, religion, sexual orientation and race remain excluded from ad personalization.

OpenAI's ad route offers a contrast: The Hacker News reported that OpenAI began showing ads in January 2026 to logged-in adult U.S. users in the free and ChatGPT Go tiers, stressing that user data and conversations are protected and never sold to advertisers, that ads are clearly labeled and separate from answers, and that ads do not influence answers. On Oct 21, OpenAI announced the expansion to 89 countries, an expansion this site also covered in an Oct 21 flash.

Android Authority also noted that previously collected data may linger in a user's Search history even after disconnecting; disconnecting is not the same as wiping saved information.

Key facts

  1. Effective date: the revised privacy policy took effect Oct 16, 2026, fifteen days after the previous version dated Oct 12.
  2. Pledge baseline: the previous wording had been unchanged since July 1, 2021, and none of the 54 archived versions PPC Land compared contained an equivalent exception.
  3. Exception wording: Google does not show personalized ads based on content from Drive, Gmail or Photos, unless users choose to make data from these services available to other Google services that support personalized ads.
  4. Trigger channel: the only concrete route Google currently describes is Personal Intelligence, where users connect Gmail and Google Photos to Search and AI Mode; users who never connect remain under the old pledge.
  5. Feature background: Personal Intelligence launched in Gemini in January 2026; it is in beta for users over 18, excluding the European Economic Area, Switzerland, the U.K. and Nigeria.
  6. Advertiser boundary: advertisers get no direct access to inboxes, files or photo libraries; ads draw on summaries and inferences generated from connected content, not the content itself; sensitive-category exclusions are unchanged.
  7. Opt-out: disconnect specific apps in Search Services personalization settings, or turn off personalized recommendations; after disconnecting, Search no longer draws personal recommendations from the inbox.
  8. Ad testing: a Google spokesperson said the company has started testing ads in AI Mode for users who connected their apps through Personal Intelligence.
  9. Contrast: OpenAI began showing ads in its free and Go tiers in January 2026 and announced coverage of 89 countries on Oct 21; OpenAI says ads are separate from answers and do not influence them.

Why it matters

the exception links the data channel that powers AI personalization to the ad system, so turning on Personal Intelligence also turns on ad personalization, and disconnecting is the switch back to the old boundary.
